A friend of mine who sells on GB has a Russian sks listed, and would like to know if he can ship it to a C&R license holder. We cannot find it in the ATF book. Serial # from the importer is 9916*** and says "Russian SKS" It is stamped with a # CP1983 on the receiver and on the trigger gaurd, this I think is from the factory. I assume it is arsenal refubished as it is painted and the wood has been redone. Also, the bayonet has been removed but the lug remains. So can it be shipped to a buyer who has a C&R?? Thanks alot gentlemen for the advice.

The ATF requirement is "original issue configuration". Considering that the bayonet was not readily removable, my thought is that it is no longer C&R. But, the only opinion that counts is that of ATF; have your friend write them for an opinion.

I am a C&R license holder. SKS' are C&R eligable. The were recently added to the C&R list.

Magicman, only certain SKS's are C&R: Albania, Yugo, & Russian. No other, including the Chicoms, are C&R unless > 50 years old.

Also, sav's question concerned an altered SKS. According to ATF P5300.4, page 131:

"...ATF's classification of surplus military firearms has extended only to those firearms in their original military configuration."

So, alterations to any military C&R may remove that specific firearm from the C&R category.

Neal, what if he put the bayo back on?? Also, if you check out Carcano's on GB, most of them have been sportrized in some way but most will send to C&R.
I suppose if BATF wants to really split hairs they could give you grief over the slightest modification but I think they would have more pressing work to do than jump on one person for shipping a SKS without a bayonet. After all, just one screw and its off or on. Tom

My book does not show a Russian SKS at all. Dragunov, Simonov, Tokarev and Nagants are the only ones listed.

big, check ATF P5300.11 (3-2001), page 27. Sergei Simonov invented the rifle whose official name was Self-Loading Carbine Simonov, also known by its Russian initials "SKS".

Additions to the C&R list can be found on the ATF website.
