Can someone tell me if low- recoil jhp will have the same power and penetration as the standard jhp.

    Recoil has several factors but;
    A bullet of, say, 125 grains at 3,000 FPS will have X recoil in a X pound rifle.

    The only way to reduce recoil in that same rifle with the same bullet is to reduce the speed of the bullet.

    There for power/penetration [energy] is reduced as the bullet speed is reduced.

    If you're talking about lowered recoil pistol or revolver rounds, they generally have light weight for caliber bullets and slightly reduced powder charges. They are intended to be more manageable in the spate of new light weight handguns. They do not generate as much "power" (kinetic enegry) nor penetration, at equal ranges, as the standard ammo, but they are engineered to expand just as well at lower velocities - has to do with the jacket and core alloys.
