arisaka training rifle question

hello, i have a arisaka training rifle for sale and need to know if the person that buys it needs an ffl transfer. im selling it on GB. it has a smooth bore. but has firing pin. guess it was made to shoot blanks. the only thing different between this gun and a shooter is the bore. any help would be appreciated. thanks, ralph.

    I have one also. It's a very late production, Cast Iron Yokosuka Arsenal, (Navy). Although nobody in their right mind would attempt to fire it will ball ammo, it could be done once. Because of this, the only way I would sell it would be to a C & R licensee. My 2?.

    I don't think an FFL or C&R is required on blanks only firing guns. To be sure about Arisaka trainers I would suggest asking on the Gunboards.com Japanese Arisaka forum.
    At any rate IMO it would advisable to ship to an FFL or C&R. Not so much out of fear that the buyer would try to fire it. Lots of collectors, including myself, don't want the hassel of obtaining an FFL or C&R. But that doesn't mean they aren't knowledgable about the items they purchase.
    My reason is this:
    As you stated, blank firing Arisaka trainers are very similiar looking to Arisaka battle rifles. Even tho they are marked differently. They are clearly marked "For Blanks only" in Japanese. And do not have a MUM.
    But the average American USPS, UPS,or FEDEX employee won't be able to read the markings or tell that it's not a true firearm.
    Therefore you could run into trouble. Personally I would also recomend the item be shipped to an FFL/C&R.
    But ask the collectos at Gunboards how they handle these things.

    No FFL is needed. It was designed to fire only blanks and has not been modified for anything else.

    Some city and state laws adress blank firing weapons so you are on your own there depending on where you sell it.

    Make damn sure you keep an email or get it in writing that the buyer knows and acknowledges that it is a trainer for BLANK CARTRIDGES ONLY.
