Question about 01 FFL and manufacturing

Probably a dumb question but I'm new to all of this and couldn't seem to find a straight answer in the reg book. I get a headache everytime I open that darn thing.

Does my 01 license allow me to assemble a gun for a customer using purchased parts (eg new Rem 700 receiver, aftermarket barrel/stock/trigger, etc) or is that considered manufacturing?

    IMHO would be to ask your local BATFE agent. He should be able to help you. From experience, if your customer has all the parts, or a donor rifle, and you have a gunsmith license, you should be able to modify it like he wishes.

    Correct. You can assemble but not build for resale.

    Then you have to have a manufacturing license 07.

    Also, you cannot sell someone a complete gun in disassembled condition. referred to as "knockdown condition" in the book...that is considered manufacturing.

    D., I've got to call you on that last one. Exactly where in the book does it say you can't sell a "knockdown" firearm, as that would be considered manufacturing?

    Not a problem. The reciever has a serial number and that is all that matters.

    My local BATFE agents know less than my dog.
    And she is a pretty smart Beagle.

    Sell the receiver to your customer and then you can legally do whatever the two of you wish.

    After calling the BATF and talking to three different people. they all said the same, the Receiver is a firearm. stripped or together.

    BUT after 50 guns you would need to pay the FET! So, keep it under 50 a year!

    Any reciever IS a firearm, for purposes of tracing.

    Any receiver is NOT a firearm, for purposes of FET. Only a receiver built into a working firearm, or sold, complete, even in a disassembled state.
