Minimum shotgun barrel length

Where do you measure the barrel length on a shotgun, I know that the minimum length is 18", but where does one measure the barrel, from the receiver or from the end of the chamber, thanks in advance...

the best way is with the action closed drop a dowl rod down the barrel until it stops agaisnt the bolt face , mark the rod at the muzzle and measure
