But, although I sympathize, your only recourse is to accept the offer he made, & post appropriate feedback. Actually, you are lucky; if he didn't state a refund policy in the auction, he doesn't have to do anything.
When I list an item on the auctions, I always state, "If item is not as described, I will refund the price plus shipping both ways." Not many others will make that offer.

This still needs to be taken up with the Auction side no matter how you word it. I'm deleting this and suggest that you get with the Auction folks and resolve your questions there.
