B. E. Cottrell Match Rifle

I have a friend who just purchased a 30-06 Model 30 Remington Express that what I believe has been matched out by a gun maker B. E. Cottrell. The rifle has a heavey match barrel that is marked B. E. Cottrell, oversized match rifle wood and Redfield Olympic sights. Is anyone familiar with this name and any information or history of this individual?
