Is the action from a Remington 721 300 H&H strong enough to have a 460 weatherby built on ??? I have the 721 and been wanting a 460 weatherby but do not fell like paying $2200.00 + for one.
I also have a custon 458 win mag built on a P-14 action; would that be a better action or no difference?

You will get the two extremes for answers to this question. There will be some folks that will tell you that they have had it done and have never had a lick of trouble with the conversion. They will further attest that the Remington 3-rings-of-steel concept accords a greater safety factor to the overall concept of using these larger rim cartridges. Then you get the more prevalent answer of no, it doesn't leave enough steel around the cartridge rim.
The M721 Remington is certainly strong enough to handle the .460 Weatherby, that's not the problem. It's the diameter of the bolt in relationship to the diameter of the rim of the Weatherby cartridge. When you open the boltface of the M721 bolt to accommodate the cartridge there isn't really enough steel left around the outside of the bolt nose to safely contain the cartridge rim. Plus, you have to cut into the side of the bolt nose and body to use a Sako-style extractor.
It can be done and has been done, I'm not a fan of the idea even though I've done it for some experimenting on my own. I will not do it for anyone else.
Use the P-14, it's been used for conversions such as this for a long time. Look into a company by the name of A-Square for examples. Be sure to have a good stockmaker design your stock for fit and recoil management.
Best.
