Move the rear sight down and to the right.

Or, - - if those movements are maxxed out, move the front sight up and to the left.

If both of these fail, draw a new bulleye down and to the right, aim at it and you'll hit the original.
Sight down the bore and you'll see if if the barrel's not straight. Someone may have used it for a pry bar.
I don't have any idea "why it is new", as you said.

I suggest you take it from your "gunsmithing" shop and take it to another gunsmith shop and have it checked out there by another gunsmith.

Are you getting a consistent group, just high left. If you are then move the rear sight to the right. If the front and rear sight are tight in the dove tail the group has to move to the right. If this works then for height you have to change the height of either the front or rear sight. If you are not getting a consistent group first check to make sure that the gun is clean and that you have a good bore. Make sure that your sights are secure and not loose. Try a variety of different ammo as 22's for some reason will shoot one kind of ammo realy well and some will shoot terrible. Reevaluate after trying this.

Your barrel is bent or the muzzle has a wowie on the crown or the bore is off-center in the barrel.
I've never seen any ammo that shoots high and left all by itself, and then gives quarter-sized groups in another gun.
    Send it back for warranty.

Have you figured out why your Marlin doesn't shoot straight?

To docsgunsmithing, theres a few things you forgot to mention; are you using a scope or open sights? what distance are you shooting at? what size groups are you getting? and lastly are you using the same brand ammo for all shooters.

Have it checked. The barrel may be bent.

I bought a brand new ar-15 that did this. It shot about a foot left and high at 50 yards. After pulling my hair out, I sent it back to the dealer. The last two inches of the barrel was bent. The dealer sent me a new barrel.
