What do you think about buying the Olympic .223 Plinker and then buying the free floating heavy stainless barrel upper for it. Do you think that would be a good investment?

I have an 18" barrel on an SKS and it is good to about 300 yards. A friend is trying to get be to build an AR-15. If I do I am wondering if I want to go with a longer barrel then what seems to be used these days.

Its a Colt Sporter Competition HBAR. It has 4 magazines. (2-20 rounds and 2-40 rounds) It has been shot one time only with approximately 40 rounds.

I am assuming you are refering to the 6.8SPC? The mags will also fit the lower. This cartridge was more or less designed around the AR weapon system so it would work with standard lowers. Just about any caliber already has an upper to work with a standard lower. 9mm, 204Ruger, 7.62x39mm, 6.8SPC, 50Beowulf, ETC..
Mobuck has a point with the overall fit. Not all companys has the same production tolerances but this usually isn't a big problem. If you have an upper that has some slop in the holes when mated to your lower, go the the same link I mentioned before and look at the Expandable pins, that is what they are for. If the holes are to tight of a fit for your lowers pins(unless it is the Colt Large Pin issue) it can usually be solved with a file or "slightly" over-sized drill bit.
