Shipping an AR15 Upper Regulations?

Does the upper have to be shipped to an FFL? I know the lower does but I am not sure about the upper.

celse is correct, the upper is not considered a firearm by the BATFE, thus it is the same a shipping a bare stock, in the USA. Foreign shipping would cause problems.
