20 mm bullet?

A friend said he found a "bullet" and showed it to me, it is large about the right size for a 20 mm looking at pictures but they all have the brass case still, this one has two rings on the "bullet", no case. The "bullet" is heavy but not lead on the exterior, perhaps steel exterior? It has a small hole in the bottom. Is this a 20 mm round?
Is it explosive? Sorry no picture but like I said it appears like the bullets in the pics I googled, you really can't see the brass rings in the pictures though

20mm projectiles run just over 3/4" over the driving band(s)
Base holes normally are found on tracer loads, but that's not to say it's doesn't also have a explosive filler (the HE is nose fuse detonated) The presence of a "windshield" (aerodynamic nose cap) does NOT mean it's a HE loading
