What do you think about buying the Olympic .223 Plinker and then buying the free floating heavy stainless barrel upper for it. Do you think that would be a good investment?

I have an 18" barrel on an SKS and it is good to about 300 yards. A friend is trying to get be to build an AR-15. If I do I am wondering if I want to go with a longer barrel then what seems to be used these days.

Its a Colt Sporter Competition HBAR. It has 4 magazines. (2-20 rounds and 2-40 rounds) It has been shot one time only with approximately 40 rounds.

Building one is what I would have liked to do but I have so many unfinished projects I recently bought a DPMS and really like it.

What type of LR target and distances do you want to shoot? Do you want to compete and if yes, with a scope, open sights or both? Do you want to stick with the .223 or switch to something in a wildcat? Do you have a budget and does it include a scope?
The reason I ask is because there is such a diversity of models and makers available that cover both if necessary but usually come from the custom makers. If you want to shoot 1,000 yard prone competition or just 500 yard impromptu for fun targets, there is a difference.

EDIT: To fix the sentence structure that my OS decided to change. I apologize, that sentence was unreadable. It was O.K. when I entered it...
First, If I was to recommend a brand I would go with a good builder of Rock River or a Bushmaster. Colt is good but you pay extra for the name and don't get anything significantly more. You will probably want a scope as open sights made for shooting at 600 yds don't lend themselves well to picking out jackrabbits from the sand and desert flora and fauna, so go with a flatop(-A4 or M4). Be prepared to spend an extra few(3+) hundred on a decent scope. I would recomend for what you want a Burris Fullfield II of top power at least 12x. There are better scopes out there but that model for the price serves about the best. At least to start with.
Next in the wide open spaces of Nevada (where I grew up) you may not want to limit your range to a .223 Rem. A 22-250 or .220 Swift may reach out farther. Better still a 6mm Rem or .243 Win will work better for gaining range. There are starting to be a lot of choices for off the shelf ammo that more fits the varmint shooter. That helps a bunch if you don't reload. You won't be able to put most of those in an AR configuration. They would have to be in a bolt. The .243 would go in an AR-10 if you can find one.
Something I've seen that I like is the WSSM's in the AR platform. I personally own a 25 WSSM and I like it very much. If you don't plan on shooting till your barrel gets hot all the above mentioned will last you quite a while. A tighter twist will be required for the .22 and .24 cals to get you out to 1000 yds if you plan to shoot that far. A 1-10 twist in 25 cal will get you to 1000 yds. If you start looking to build a 25 there should be at least one gunsmith near you that can barrel it. For just a basic package and minimal gun work you will still be looking at near a grand to put the whole thing together.
