I have a 1928 standard model 54 30-06 with a ss barrel. It's about 70/80% condition but it's drilled for the rear scope base. It looks like it's been carried alot but shot very little. What's it worth and how rare are they?

Good morning hooter: Well Stainless Steel barreled Md 54s are rare, but a little more info is needed since it could be one of the following variations:
High Power Sporter 24 in. barrel
    Carbine with 20 in. barrel

Does it have any other modifications besides drilling and tapping? such as any after market open sites or has the stock been cut and a recoil pad added?

Since the "blackening" of the stainless steel barrel wears off quickly, I would expect to see the barrel almost completely in the white except for the protected areas.

But base on the limited info, it would not surprize me to see this gun sell for $1000-$2000 if it were put up for auction.

    Regards Dave

It's the high power sporter with the 24" barrel. There are no other modifications. It still has the factory front and 2leaf rear sight, steel buttplate, and actually the barrel has aprox 80/90% of the black on it. It doesn't have any cracks in the stock it's just dinged up.
