Well, when a barrel or firearm is tested, or proof tested at the factory, the pressure of the proof rounds are approximately 1.5 times the designed operating pressure of the cartrige. +P would be a little step up from the standard operating pressure, or about 5% of the span between operating pressure, and proof pressure, above the operating pressure. The +P+ is about 10%. This by no means a free pass to experiment on the reloading bench. The +P, and +P+ loads were developed under strict testing conditions, using pressure transducers, and strain guages. The +P+ used to be marketed as LAW ENFORCEMENT ONLY also.

Personally, I think both designations are more marketing gimmicks than anything else. Bigger is better! More power!

For +P you can find loading data and have a SAAMI spec. +P+ have no SAAMI spec therefore you do not know what the pressure is. There are several agencies who have contracted with an ammo company to make a specific +P+ loading for a specific purpose and specific firearm. This does not mean that these rounds are safe in every firearm chambered for the same cal. These guns generaly wear out much sooner and have more maintenance issues and parts breakage.
