Mailing to a C&R

Ok I need to send a C&R eligable firearm to a C&R holder. Are the mailing rules any different than FFL only. Do I still have to use Fedex or UPS or can I use regular mail for C&R ..... Oh yea I have no C&R myself

    Yes they are different. Same rules apply to C&R as they do to an individual. If it is a pistol, it has to be sent FedEx or UPS. If it's a long gun then you may send it USPS.

    That is, Fedex/UPS NEXT DAY AIR. And, it must be sent from a company customer counter, not a packing store.

    hk-91m Yes a ffl licensed dealer can send a C & R firearm through the US Postal Service to a C & R licensee. I am a ffl dealer and would require the person to recieve the firearm to send me a signed copy of his c & r license.

    Sorry Herschel, that's not permitted. See USPS Pub 52 Section 432.1:

    "Mailer must be licensed manufacturer or dealer mailing to another licensed manufacturer or dealer."

    I think that last post is wrong. A C&R can receive an eligible firearm in the same manner as an ffl.

    Neal, Are we talking about USPS regs or Federal firearms laws and regulations? Also, are we talking about a long gun are handgun?

    I still think an unlicensed individual can mail a long gun to an ffl holder or to a C & R licensee if the gun is a long gun and qualifies as a C & R item.

    I am saying this from memory as I can't find my BATFE reference guide and don't have the postal regs.

    I'm talking about handguns only.

    If you check your Federal Firearms Regulations Reference Guide (ATF P5300.4), page 119, "Firearms Law Administered by the Postal Service", you will see that nonlicensees cannot mail handguns (with a few military/LEO exceptions). "[Handguns] also may be conveyed in the mails to manufacturers of firearms or bona fide dealers therein in customary trade shipments, including such articles for repair or replacement of parts, from to the other, under such regulations as the Postal Service shall prescribe."

    This is expanded in USPS Pub 52, Section 432.1; this can be downloaded from the USPS website.
