The ATF, Upper vs Lower, FAL, AR

So... anyone know why the on hte AR15 style rifles the lower reciever is considered the gun, whereas on the FAL style rifles the upper is considered the gun? And just for giggles, Canada counts the FAL lower as the gun... I think it may be due to the full auto sear cut on the FAL being in the upper, but not sure, and sorta curious...

    Nobody or group seems to know.
    This has been discussed on many boards at many times.
    The old ATF and the new BATFE and the Tech section have been asked with no consistent answer.
    Sterling, the old Tech head did not give an answer.

    My personal assumption is that the original Armalite and Colt put the serial #s there for the military contracts so it just persisted since the early 60s.

    Just be glad it is the lower on an M16 or AR so we can change configurations easily and quickly.

    the part that retains the mag maybe? Except for my FNC machinegun which was numbered on the upper... (but then I read an ATF letter stating they should all be numbered on the lowers) so who the H knows...
