Rem 700 Question

ever seen a rem 700 that was drilled and tapped on the top AND the side of the receiver? I passed up a good price on a 30-06 like that yesterday because it looked odd to me. I own a 700 sa and a la and neither of them are drilled on the side. Is that normal? The one I was looking at appeared to be pretty old. If so, what is it for? I doubt the old timers were using gangsta sights.

My question is:
I have a Rem 700 in 30-06 B6339713. I dont however know what series it is. I am wanting to put a finger hole laminate stock on it. Is there any difference between the ones offered on this site. I see that some are for short action and some are long action. Also i dont want to change out the barrel. And how difficult is this to do..
