Or in other words (numbers):
The bullets for the .308 Win. are 0.308" in diameter.
The bullets for the 7mm-08 Remington are 0.284" in diameter.
The .308 Win. case is 2.015" long with a .301" neck.
The 7mm-08 Rem. case is 2.035" long with a .284" neck.

As the others here have pointed out, the diameter of the bullet is the main thing. The cases are almost the same. Hence the '-08' designation on the end of the 7mm-08. It was derived by necking down the .308 Winchester case from .308" diameter to take a .284", or 7mm bullet.
If you are talking ballistics, both cases can push bullets out effectively as far as you can shoot accurately. The 7mm has the advantage of better ballistic performance of it's bullets, but the .308 can shoot heavier bullets. If you want to expound on your question please do. in addition to what everyone else has said, they are both great shooters, accurate, and excellent deer hunting rounds. 7mm-08 seems to have alitle less recoil. 308 ammo is a little easier to find in a greater varity of bullet weights. In my opinion you can't go wrong with either.
