Help Identifying Colt AR-15 Upper/Scope

Hey guys, I recently aquired a Colt AR-15 flat top upper with carry handle and quick detach scope. It has a 1/9 16" HBAR. I have never seen a Colt upper with "COLT 223" stamped on the left side of the receiver. There is a "4" on the fron of the receiver right under the rail. What model did this come from? Also, the scope came with but don't know anything about it. "M16 Marksman Elite Model" Made in Japan. Any info on either or both would be great(i.e. model, DOM, etc.) Here are a few pics(sorry for the low-res, it's an iPhone):

    I have been around and seen a lot of M16s and AR15s.
    I have been waiting for someone to inform me about this receiver.
    You will probably have to go to AR15.com for an answer.
    The scope is a routine Hakko.

    Its a colt upper assembly built on a M4 flat top upper receiver with detachable carry handle/sight assembly with A2 style rear sight. It was sold by Colt as an upper assembly only not part of a complete rifle. so the caliber is marked on the upper not the lower.

    Colt also made these in 7.62X39 in both 16 inch and 20 inch. The 7.62 model is marked in the same location on the left side of the receiver. The 7.62 models sell for around 700 to 900 bucks. One of the 7.62 versions is currently listed for some much higher dollars than that.

    Thank you for your help. I got a sweet deal on it and I bought it as an extra. Hakko makes sense on the scope. Any idea when Hakko made this model? It resembles
    the 4x Blue Ring, but looks a little older. Thanks again!![;)]
