7.62X54 R cast loads

i have tried about 100 different loads for my little brothers'1939 91/30 7.62X54 Russian. The bore measures out to be .310'' and it looks like a mirror once cleaned.
Have tried all the following:
Clays, red dot, blue dot, bulls eye, H322, H414, Varget, RE22, Accurate 5744, even tried H110.
Is there a powder and a charge that will produce a 1'' group @ 100 yds with a lyman 314299 bullet??
Im not looking for massive knock down just a paper puncher for matches.

Any info will be much appreciated

    I have tried a 177. gr (.311) cast load with 41.4 grs of H414. and i cannot keep a group @ 25 yds it wanders to the right.... does this mean i have the wrong bullet weight for that caliber? Or do i have a wrong charge for that cartridge? Any information would be great.

    I don't know how many cast bullet shooters you will find for the Russian 7.62x54R; I do some myself and have had good success. My initial thoughts were that your load is relatively hot for a cast bullet. You didn't mention if a very hard gas-checked bullet is what you are using, but it would take a pretty good one at that to do well with that powder and quantity, which should be relatively heavy-duty. Maybe in the vicinity of 2100-2200 fps? About the upper limits for cast bullets in most cases. And you haven't mentioned your actual bore diameter, there can be significant variation.

    My best success has been with a Lyman 311332 cast hard at .311" and weighing in at approx. 180 grains lubed & gas-checked, in a .310" slugged bore. I am using S&B cases, W-W Large Rifle primers, and 30.0 grains 748 powder, at a chronographed average 1750 fps. This in a Mosin 91/59 carbine with a shiny bore, it shoots to point of aim at 100 yards with the sight adjusted to a nominal 300, and an average 3-4 minutes of angle accuracy. This is done with iron sights, and may actually shoot better, that is probably all I can hold with the iron sigts. Your mileage may vary!

    Tinman, that doesn't sound like a load problem. I would guess you are shooting one of the Mosin variants? I've tightened up the groups on several of mine by simply free floating the barrel. Here's several good "how to" accurize a Mosin.
