The Govt Garands were either made by the Springfield Arsonal or under contract by one of several other companies (IH being one of those).
What the CMP has are origional Govt Issued Garands, regardless of who made them. IF the H&R is ALL H&H than it has a higher value to collectors (unlikely as over the years they have been arsonal rebuilt on more than one occasion). All the parts are interchagable between the various manfactures, and were of equil quality when built.

I'm being somewhat specific as there others built on aftermarket cast receivers and (mostly) GI surplus parts and also those made today by Springfield Arms.

IN almost all wars countries give contracts to many different companies "Ford, General Motors, I.B.M, Singer". to build every thing from airplanes to Trucks to Pistols Rifles and even Tanks. They were all built to the same blue-print "THE REAL MIL SPEC" is one Garand / 1911 / truck / machine gun / carbine / Tank. BETTER then others ? just like today every one has their opinion. When you buy one from DCM/CMP it most likely will have parts from many different makers.

During WWII, Springfield Armory & Winchester made M1 rifles for the US Government. Springfield Armory, International Harvester Corp, & Harrington & Richardson made them during the Korean War. M1 rifles have been made by numerous other countries & commercial firms.

CMP sells M1 rifles by grades. If you are look at the "collector grade", all parts will be original. The "correct grade" rifles may have a few small parts replaced, but, recently most have really been all original but with minor wear or damage. "Service grade" rifles have been rebuilt with mixed parts, as have other rifles in lower grades.

The current SA & HRA rifles in either collector or correct grade are equal quality. You will not regret your purchase of either.

Since you don't mention an interest in CMP Correct or Collector grades, I'll assume that you just want opinions on which manufacturer to buy. HRA Garands are generally consideded to be just a bit better machined and finished. And, though the CMP has plenty available now, there were less than 429,000 Harrington & Richardsons built as opposed to just under 4,200,000 Springfields. Of course, if you're interested in a WWII era rifle, pick the Springfield and attach a sticky note to your order with that request. No guarantees but the CMP will try.

But if you are going to buy a Garand for the sake of owning and shooting one, I'd buy the HRA. You can always pick up a Springfield later, should you be bitten by the Garanditis bug (it happens). You asked for opinions so now you have mine. And you won't regret either choice. Good luck.
