weatherby stock

I have purchased a stock on GB for my Weatherby. The previous owner said he bedded it, at the recoil lug, for his gun. I put my action in the stock and it "teeter totters" on the bedding. He said in his action, the barrel was free floating. With my action there is about a quarter of an inch gap at the end of the forend tip. I have shaved the bedding down so that the gap is in the one sixteenth of an inch area and still free floating. But it still rocks on the bedding. My question is, is this acceptable? It seems to me that the action should "settle in with no movement". Thanks for your help.
