how/where do I find out if an 1891 argentine mauser is pre 1899 or when it was manufactured?

    According to the info on the link I'm providing, all '91 Argentines are pre-1899. However, a great many of them aren't marked with a year of manufacture, and a seller might insist on shipping to an FFL either to be safe or as a matter of policy. I had one seller agree to waive the FFL requirement on a Loewe-made '95 Chilean (all pre-'99), but another chose the "better safe than sorry" route and insisted I go through an FFL holder.

    Depends on who is the manufacturer. Loewe made 1891's were made before 1898. DWM's were manufactured as late as 1900.

    It has listings of many pre 1898 manufactured firearms.

    As the previous poster noted, as the Model 1891 Mausers aren't dated it's up to the dealer or who ever your buying it off, if they want to sell to a C & R holder. As some States and Cities have have very strict regs regarding C & R stuff, lot of folks just don't want to chance it, and will only ship it to a 01 FFL.
