Can you ship ammo to MA?

Hi, can ammo be shipped into MA. Private person to private person. I looked online and see all kinds of confusing answers.

So, am I bound by MA laws? I don't think so but others will say that I am. So, the route that many of us have taken is to simply not do business with anyone in MA, CA, IL (and other similar States).
When you find the answer, let us all know.
I think the "rule" is that only licensed ammo dealers can do it now. . .but the rule isn't actually "law". This is the scuttle from GOAL, which is the State gun owners group. If you are a shooter in MA, you MUST join GOAL!

The only thing I'd make sure is that the person receiving the ammo is legally entitled to possess it. That means they have to have a valid MA State LTC or Firearms ID card.
There are individuals and businesses that do it all the time. We keep it on the down low so that the AG doesn't try to strong arm these people with rules that don't exist.
I have heard (I don't know if it's true) that he MA AG has gone after private persons from other States who have shipped ammunition to MA residents that were not legally allowed to possess it. And, there are rumors that some individuals selling ammo at gun shows in other States, to MA residents, are also being targeted for harrassment and possible prosecution.
Rules for licensed businesses (FFLs) are different of course. Federal laws do require FFLs to comply with State laws, even if they are licensed in another State.
The end result is the same - a reluctance to sell or trade with MA residents. And, that is probably the AG's goal.
