Is it safe to fire 5.56 NATO in a h-bar Colt Sporter stamped Remmington .223? I know that 5.56 NATO develops higher chamber pressures than the Remmington .223.

All Colt AR-15's & variants in good condition can safely fire 5.56 NATO & .223 Rem interchangeably. Apparently Colt tired of answering the thousands of queries per year on this subject, as new rifles are transitioning to both calibers stamped on the receiver.

One way or another, lower receiver caliber markings on an AR really only tell you the general type of round this portion of the rifle is for.
With this design being capable of switching calibers so easily, always refer to barrel markings for confirmation on any AR's chambering.
