Yes they do, as a quick search on the auction site for "Hogue grips 39" would tell you.

Thanks Beantown, I did do a search on the auction side and the one auction I found, that you listed, stated model 39 "compact" and the photo does not look like the same grip as a standard model 39. I have never heard of a model 39 compact??

Well, if you knew that Hogue made grips for the "39 compact", it would be reasonable and safe to assume they make grips for the far more popular and common model 39.
But to stop busting your 'nads, and answer your question, the Smith 3913 (or "Ladysmith 9mm") is effectively the compact model 39. The 3953 is basically the same thing, but DA only.
You didn't specify exactly what kind of grips you want (eg wood, rubber, etc), but in case you are curious, Pachmayr also makes model 39 grips, as do a number of other manufacturers. The model 39 grips are shared by the 439, and model 52 as well:

And I'm sure you can find others if you look around (eg Flea-bay, etc).

Thanks, I did not realize the model 52 was the same grip frame.
