Bullet ID?

Okay I have no idea what this thing belongs in but I pulled it from a .41 magnum.
It is 210gr, jacketed flat nose with two cannelures, the bottom one is down very low.
What drew my attention is that it is a flat nose, in my years of reloading the .41 I have never seen one, I have shot many TMJ. Being as this was an unknown reload I pulled all the ammo down, 140 of them. All but this one are hollow points. The others are 210's or 170's no surprise on that.
What got me looking at this one odd ball is it does not measure .410. It is a .408, at first I thought my mic was off, checked it and it looked good so I picked up a few of the other pull downs and they are .410, then I got out a new bullet and it is .410 any ideas what this goes to?
One more thing, I will try to get pictures when the Daughter gets home, on the bottom is an odd round "dimple" type of thing sticking out. It keeps the bottom from being flat and gives it a ring around the edge.
If this was an old factory load why would it be .408? I searched what I could and found nothing like it, the only .408's I found were big rifle rounds.
Any ideas?
As it is thanks for looking at this, David.
