Is Part of a gun a gun?

Guess Im in hot water with a seller. I bid and received a JC Higgins Bolt action SG. I told the seller, all I wanted was the Bolt for obvious reasons. They told me I would have to take entire gun. That they could not take bolt out and send top me. Is that the truth? Im not perfect as I thought, Help Captain.

    They should be able to send you the bolt without a transfer. I imagine that they don't want to fool with keeping the rest of the rifle on their books if they are a dealer.

    Accordingly to the BATF, the only part of a gun that is a gun, is the receiver.

    What's the problem? You already got plenty of boltless JC Higgins shotguns laying around? Maybe they would prefer to sell the entire gun to someone who preferred to keep it all together as a collector's item, rather than return just the bolt to Sears and reap a profit. Some purist are like that. I know coin dealers who refused to sell silver dollars to people who used the coins for cut-out coin jewelry, even if the people agreed to pay their price. Common date silver dollars, but they just didn't want them butchered. Who knows, maybe with Sears paying big bucks for just the bolt, the complete shotguns will really be rare someday.

    What they were trying to tell you is...We'll sell you the Bolt...But we are tossing in the Rest of the Gun because We have No Use for a Boltless Reciever.....

    My girl friend suggested I keep my mouth shut, that way, I dont get into trouble. Darn, that takes all the fun out of life!
