Is FFL Required for a Savage Springfield 67E?

I sold a Savage Springfield 67E barrel with frame on Gunbroker. Does it have to be shipped to a FFL holder or is a C&R good enough? Thanks

It must go to an FFL; an incomplete firearm is not considered a C&R by BATFE.
