I was reading the thread about the subject problem and incountered a similar problem a couple of years ago. A licensed pawn shop dealer in Florida would not accept a rifle that I sent to be transfered to a friend of mine. I contacted the ATF office in Florida and he said that it is a Florida State Law. The ATF Agent recommended that I take all the information to an FFL dealer and pass the paper work through his books, and then send a signed copy to the pawn shop dealer. There have been no repercussions to date.
