    Sure can. The receiving FFL has to be willing to accept shipment from a non-FFL, though

    Exception- NY State. State law that a handgun must come FROM a FFL holder.

    That New York state law would be in conflict with the Federal laws. I'm not sure if such a law (do you have a link to NY's code of laws for that?) has met legal challenges, but the Feds have the authority to regulate interstate commerce -- a state cannot do that on their own.

    What happens to the firearm, or receiving FFL, if a non-FFL ships a handgun to an FFL in NY? Anyone have experience with that?

    Under federal law, a frame IS a firearm; the same laws apply to both.

    HOW you can ship a frame depends upon whether it is a handgun frame or a long gun frame. Contenders are unique, so make sure that you comply with all relevant laws & regulations.

    As for conflict between state & federal laws, all we can do is shrug & say, "Whatever!" Who would have thought that you could go into stores openly selling pot with impunity, in clear violation of federal laws?

    When it comes to handguns from a non-FFL, "ship" means UPS or FedEx. To "mail" a handgun requires an FFL on both ends.

    Cities, counties, and states often pass laws that exceed their jurisdiction/authority. Whether or not you choose to obey them is up to you. Unless they are Arizona laws I tend to ignore them as not applying to me. Of course, that is little comfort if some tin-horn city attorney from Kardashian Ohio decides to indict me.[:(]
