Can a IOWA FFL transfer to a NEB resident??

A Nebraska resident sent me a Iowa FFL cert. can that FFL transfer to a Nebraska resident....??

    the buyer of my gun says long gun transfers can be done thur adjacent states??? is the correct????

    Purchase Outside State of Residency - A person 18 years of age or older may purchase a long gun anywhere U.S.A. from a:

    1) FFL if purchased in person at the FFL's premises, or in person from an FFL at a gun show in a State where the FFL is licensed, and if the sale is lawful in both States, ?? 922 (b)(1) & (b)(3)(A).

    is this the understood law??? can anyone comment???

    I have transferred a number of long guns to Big Sky Redneck, back when he was still living in Pennsylvania and long-haul trucking. He would bid and buy, and stop by and pick it up when he was in this area, NE Texas.

    A FFL dealer can transfer a long gun to a resident of any state, as long as the transfer and ownership of that gun is legal in both states.

    To answer your question specifically: It does appear that the transfer would be legal, but it really isn't your problem. Once you ship to the FFL, and record the transfer, you are done. What happens after that is up to the other FFL and out of your hands.

    That is the regulation but understand that just because it is allowed does not mean that the dealer is mandated to perform a transfer to the out of state resident. Many FFLs don't want to do transfers at all and are even less eager to do them for out of state folks who will probably never set foot inside their shop again.

    Dealers know the state & local laws within their own state, but this provision requires the dealer to know those laws in the buyers state. Not a problem with a free state like TX, but I doubt that you will find a dealer in another state willing to transfer a gun to an IL resident; you have to worry about the specific city & county (Chicago? Cook Co?).

    ls&b, if you are not comfortable with such a transfer, the only safe way to do it is to insist on FFL to FFL transfer.

    Some of you aren't getting it.

    Once LSB sends the gun to the Iowa FFL, it is out of his hands, and totally the FFL's problem to make sure transfer to the customer is lawful.

    LSB is making a legal transfer of a firearm from himself to a FFL, just as though he were walking into a neighborhood gun store and selling the gun to the owner. Once the deal is done, LSB's responsibility for it is over.

    A Nebraska resident may enter the store of an Iowa FFL and buy a longgun over the counter. But if the sale is on line say, the Iowa FFL ships the gun to a Nebraska FFL who then transfers it to the buyer. If the gun is C&R and the buyer has a C&R license, then the long gun can go directly to the buyer. If the gun is Antique, then it can go directly to be buyer.
