I doubt that Winchester made this pen gun. I suspect that somebody used a piece of a Winchester barrel.

Winchester and others got into non-gun products when business was slow, but I cannot find mention of a Winchester pen gun or tear gas gun; either on the net or in Houze or Madis.
But would you like a nice Winchester safety razor "As Good as the Gun?"
A brass Winchester barrel?
It does not look like brass to me... looking at the picture with the Winchester marking on it, it appears to be steel with very little of the original bluing left on it.
