Who gets the blame

Like Global warming the west always gets the blame when China is the main cuprit. Then you hear about how we have mistreated muslims when China is brainwashing them and destroying their cemeteries(while I think this a terrible thing to do I understand their reasons and if you know anything about muslims this is a very drastic thing to do.).
Now we come to endangered animals. In 2007 I worked in Kenya and helped train an anti poaching unit for the DoS. I was there a year and in that year we caught or killed probably 150 poachers of either animals or timber. Not one was a white man. Upon interrogation all worked some corrupt politician or "tribal" leader who answered to an Arab or a Chinese Boss. During the riots and breakdown of the government in Kenya after the 2007 elections, poachers went wild and killed a bunch of Elephants and Rhinos. They thought the Anti poaching units were effected and they were. Some of my guys went home to protect their families from other tribes and the Army.
So I see this article about killing and eating endangered animals in the Congo and as I read it I think who will get the blame? I have been to Mbandaka(I wasn't there long maybe a day) and I have seen the "Meat" market. It is so nasty its unbelievable, the smell is enough to make you gag and there are flys everywhere. Eating "Bush Meat" is one way to contract Ebola not to mention other things.
Every Friday they bring in meat from all over to sell. They have everything from big Bonobo and Forest Gorillas to bats and lizards.
I wonder when they have killed off all the animals who will get the blame. Probably the west for not getting food to these people but what most people don't understand is they would rather eat Bush Meat than say Goat or Cow.
Its sad to think about it.

Mohamed Esimbo Matongu is a Congo government worker who also hunts the protected animals, claiming it is the only way he can ensure he provides for his family.
Once a month, he leaves his home in the western Congolese city of Mbandaka and hunts for wild animals.
Though he works for a government agency, he says he needs the income from selling most of what he kills to provide for his family.
