I sort of scanned the first few pages and appears to be state government micromanaging electric and gas utilities companies. The fallout meaning costs are going up. Looks like the possibility of California type regulations and mandated additives to diesel fuel and gasoline are coming. Gas and diesel costs almost $5 per gallon in CA. Hope I am wrong. Need a cliff notes version
