They know what the fall out would be if they closed them down.   Some cities are getting  by with it but if the feds did it things would go down hill fast.

Well as usual, in NY state, state over rides federal law.
ALL gun shops are forcefully closed in the state in my area.
And cuomo has also shut the state down for an additional month! Now its shut down until May 15th!!!
