I still need to know the manufacturer and value. This is a quality sight made of steel. The adjustment screws require allen wrenches.
Maybe focus your camera and repost some photos.

First thought was a Tech Sight, but I couldn't find anything they made identical to that. If the sight separates from that rail, check the bottom for a name or number/letter code.
Hopefully here are some better pictures. The sight does not separate from the rail.
Looks like a scope.mount with sight for some of the older mini 14 or garand type rear sight notch. Take original sight out and you will see the ears sticking up from the receiver. Would have to compare it to the receiver though.
Seems to be a clumsy way to adjust with allen wrenches. I don't see any type adjustment scale printed/stamped on it, are you sure it came from a rifle ?

Did you look in Nick Stroebels book?
Not familiar with Stroebels book so my answer is no.
