gun returns
I my history of dealing with gun broker I have only returned a couple guns and never had a problem. Those that I returned the guns back to were very understanding agreed to pay me back for the shipping and the return shioping. I recently purchased a gun that the add clearly stated the sight was on the gun. As a matter of fact the peep stated was the only option except a open sight. When the gun arrived I did take note it had a peep sightl. When I got the gun home I found first the sight was not a factory installed sight and was not the sight that was on the GB ad. I also found the gun would not cycle or even load more than one round. The gun has a three day inspection period. The guy has agreed to pay me back but he wants me to pay the shipping and insurance which amounts to over $ 100., and wants the gun shipped direct to him. He lives in another state.
I tried to find the GB rules concerning , first misrepsenting the gun and second selling a gun that would not operate, will not cycle at all. I just does not seem fair to me that I should have to pay shipping both ways and pay insurance in a case like this.

You should have inspected the gun before you took it from the FFL, and refused it.
If you didn't have this matter of the return shipping and insurance. Spelled out when you won the auction. Don't see that you have any recourse in this transaction.
The only red flag that I can see. Is his demand for direct shipping. If he isn't a FFL, and it's a modern firearm? I wouldn't ship it back to him directly. Unfortunately he got your money, so your in the proverbial, between a rock and a hard place.

Not sure how you could tell a gun would cycle at the dealer, it is a 218 BEE and the ammo I ordered came in 2 eays after I got the gun and I could not find any. The gun looked really nice.and was advertised as 100% original . It had a three day inspection and I have already told him I was returning the gun, There is no way I am going to return a out of state gun without going thru a FFL. I could deliver it for sure but that might cost more money.
A non-licensee can ship a firearm directly to an FFL in any state, state & local law permitting. The FFL can return such firearm to the individual directly. It's just as if you sent your Ruger to the factory for repair; Ruger has a manufacturer's license, & can return the firearm (or a replacement) directly to you. In your case, your dealer can return it to the seller.
Rufe-snow is right, though. MANY sellers don't specify who pays return costs. Always ask if he doesn't say. Don't bid if you aren't happy with the terms.
