I didn’t ask, but I gave a local LEO 200 .223 cases, 200 small rifle primers, and a pound of powder last week. He seemed glad to get it.
No, most PDs can't afford it when it comes budget time. The only thing cheaper were the cops who wouldn't buy practice ammo or range time. (At my friend's FFL, we offered ammo for pennys over cost.) Then they would cry boohoo when they couldn't qualify. (Retired LEO instructor.) You're a good man Jim.
The State and local forces here have more ammo than they need.
APD in Alaska supplies all the ammo for practice and carry.
Department I worked for issued practice ammo in 38 spl. Once a year we shot our carry ammo .357 hollow points, and were reissued more carry ammo.

There is a store here in Texas called GTs which used to sell police trade in range ammo. They might still, but I haven't been there during the pandemic. I have bought a bunch of it in the past..........Speer Lawman .45 ACP $12.99 per 50 rd box. Those were the days. I guess the officers just weren't interested in shooting it up and it got rotated out.
The department I worked for in the 70's...would give you a box of 50...maybe 2-3 times a year...(pretty crappy ammo)...That's why I started reloading and getting involved in ISPIC...For many years now...as Alpine stated they have you use your duty ammo for quarterly qualifiers and they will provide more ammo until you qualify...(if you don't qualify...you get to be a jailer or work airport detail)...😯
