Is it lawful to sell 22 cal ammo to residents in NJ? I would be mailing from Virginia. Thanks.

First things first: it is illegal to mail ammunition, which leaves you with UPS or FedEx for shipping.
A NJ resident must provide you with a copy of his or her Firearms Purchaser I.D. Card (FPID) prior to shipping ammunition. In addition; there may be certain cities in NJ with stricter requirements.
Careful, at one point the NJ SP interpreted the law in that the buyer had to present their FIDC "in person" to purchase ammo.
