Why do non-paying bidders still have an A+ rating after 9 failures to pay for auctions they won?

How does a buyer with 8 letter Fs for non-payment for items he bid on have an A+ RATING?
You need to change your rating so sellers are aware of these deadbeats. I think after 8, soon to be 9, non-paying complaints members should be banned.
