UPS has a 70lb weight limit on hazmat.
Your state or local municipality may have requirements on storage of energetic materials.
For example I think the state of Maryland limits people to 7lbs of powder or some obscure number like that.
I have been trying to find a pound of H-4831SC for about a month. Its extinct around here.

If it got from the manufacturer to the distributor, it can be done. Whether you can afford to do it, is another question.

I think I stashed about that much a few years ago in eight pound jugs. They would arrive in boxes of three jugs at a time.
You can't have too much powder. Buuttt there is a point when the powers that be require you declare what you have, their point is emergency personnel in time of a fire would like to CTA's and yours to.
