Washington state use to issue paper CPLs. They said it was fine to laminate them and advised me to do so, which I did. I got my renewal card in the mail and now it's plastic. I guess they're thinking they're high class now.

The ones from Union County, Oregone are laminated paper.
Oregone does not recognize any other state's permits, so be forewarned if traveling through.
Iowa stopped putting your picture on theirs, because they don't want you to use it as an ID
I was a resident of Washington when I turned 21-
I went to the court house in Downtown Seattle and half an hour later walked out with a CPL.
It was paper- just like a fishing license and I think the King County Sheriff signed it in person.

Washington and Oregon non-resident are plastic.
Plastic, with DL photo. Good for 4 years. Just got my latest renewal, took less than 30 days.
Laughed a little at the title. , to folks in eastern NC , CPL meant Carolina Power and Light . Our regions electric company till they merged with Duke power company. We call ours a CHP .it is paper laminated in plastic .

My NC carry permit is paper, I laminated it, don't know about the new ones.

Ours are pretty much like a drivers license.
MO does not require one, but I have one as I do security at my church and that requires one. I also have mine so I can travel to IN and legally carry there and all other states that recognize MO permits...
And it is plastic !!.
