What are the rules for shipping primers or other hazardous material via usps or fedex?

USPS-absolutely not. Fedex yes, from a hub store only, and not a franchised outlet, only if you have a hazmat certified shippers license. If you're a regular guy, then you can't ship powder/primers/hazmat stuff legally.

It has been years, but how I used to it as an unlicensed person shipping hazmat, was to go to the actual Fed-Ex location with the box still open, but with the packing materials. The lady called the supervisor which then inspected, documented, and gave her blessings. We sealed it up, she put the appropriate stickers on and off it went. It is my understanding that they themselves are the "hazmat license holder". Things could have changed since then so as always, CYA and document everything...

Those main hubs are the only place this should be done. Like Toad said, do not attempt at a Fed-Ex/Kinko's or UPS Store type of place.

The rules for you are very simple:

Must have a Certified Hazmat License and all the paperwork to properly ship powder and primers.

There is no way around this even as written above since neither UPS or FEDEX will handle the liability for you. They are simply too busy to care what you need so you have to attend the Hazmat school, successfully pass the course, pay for the Certificate, then wait for the certification. There is a lot more to this but you need the basic version.

Now, you can do what so many on the auction-side do and ignore the laws, praying that an inspector doesn't catch you because the fines are huge and then there is the imprisonment.

If in doubt, do your own research and read the UPS and FEDEX websites. There are also longer and more involved answers online with legal opinions.

    Best.
