Looks like a Belgium copy of the British Bulldog Revolver. If British it will have an address on the barrel. Belgium will have ELG stamped on the frame or cylinder.

Webley made a revolver for the Royal Irish Constabulary. It was a popular design, and copied like crazy in Belgium, usually in a smaller caliber than the original. Yours is such a Belgian copy- the ELG in an oval on the rear face of the cylinder is the proofmark of the Liege Belgium proofhouse. It would look much like this:
