Looks like if you just find the right place, lay low, and pay the city/county tax bill, there's little that can or will be done.

We found out that financial institutions don’t know squat about disposing of foreclosed properties. We bought a one acre lot with a burned down house that had been foreclosed. My wife spent hours on the phone calling various institutions and after several delays, finally got a big wig to agree to sell. The county was about to auction it for five years of back taxes, which we paid. If sold at auction, the bank would have got nothing.

Not an issue. Title search the property and buy it from the bank. Serve the folks living there with an eviction with a note on it... All Occupants. They either answer the complaint or the Sheriff removes them. Tax sale properties are similar. Been there and done this .
If you think that log cabin is bad, check out this one. This Sikh gentleman bought this house on Long Island 23 years ago. House today is worth $399K. He made one payment and is still living there.
Property tax is $16K a year. But he doesn't pay it.
He purchased that house yrs ago. Filing bankruptcy kept him in it. Multiple times... They know the rules.
