Is Gunbroker ripping me off?

Had a non-paying bidder. Jumped through all the hoops, i.e. filed an NPB claim, left feedback, relisted the item exactly as it was before, etc. and the second time the item sold to an actual paying bidder. Ok, so they charged me the final valuation fee for the second sale but they ALSO charged me for the first NPB sale. To make it worse the NPB sale was to a state that GB charges sales tax for. After filing several credit requests they took the final valuation fee off my account but low and behold on my next credit card statement they had went ahead and billed me for the sales tax. And it is no small amount ($619.85). After more credit request filings they send me an email admitting there screw up but instead of refunding me the money they said they were going to apply it as credit to any future sales. WTF? After all this for sure I'm not going to be making any future sales, as a matter of fact I'm going to close my account and never use them again. They are in effect stealing my $619.85. I have filed a complaint with the BBB and disputed the charge with my CC company. So far nothing yet. Has this happened to anyone else?
