How does a seller cancel a listing that was lost in shipping?

I won a listing for ammo, paid via paypal, seller shipped, UPS lost it, seller refunded me but the listing is still in my "won items" and says awaiting payment but I cant pay for it even if I tried as its waiting on the seller feedback. Seller says he can't cancel it or doesn't know what to do next, he says he can only cancel it if he says I'm a non paying bidder

So if he says I'm a non paying bidder it doesn't affect me?
Why would he do that, if he refunded your money? You never received the item, so you shouldn't need to pay for it. Keep ALL email correspondence between you and the seller in case he pulls any monkey business. BTW buying guns/ammo/gun stuff with PP is a bad deal. If they catch wind of that, they will seize both your and the seller's accounts.
The seller pays all fees to GB; if he is upset, then he can file a complaint with Customer Service. As long as he doesn't leave bad feedback for you, don't worry about it. No one else will see what happened with the auction.
