help identifying some 7.62x54r ammo

found 282 rounds of brass cased 7.62x54r in the bottom of my ammo safe and the head stamp is not ringing a bell , pretty sure its Yugo
, but only has 85 at 12 o'clock and an E or 3 at 6 o'clock , yellow primer sealant
ring any bells as to what it is

3 is maker... Ulyanovsk Machinery Plant State Production Association, 2 Metallistov St. Ulyanovosk 432031, Russia
85 is year made, 1985

several others on a ammo forum said it was Albanian
3 is the factory code for Ulyanovsk in Russia, but it was used by the Albanians 1980? into the early 1990's too. I "think" the Albanian factory was KM/Polican Ammunition Factory. Those rounds are Albanian, came in tins of 320. It's been suggested the brass to load, was procured from Ulyanovsk explaining the "3". It's corrosive, and dirty, but it all goes bang.
I use to look for it because of the brass case, it was the only thing that would cycle in my SVT-40 using a Numrich repro magazine. The brass wouldn't hang in the mag like the lacquered steel cases would. A large portion of the Albanian surplus, was also repackaged Chinese ammo.
thanks , i must have bought a tin , ran almost 30 rds and either didnt like it ,wasnt impressed , or went back to the Yugo or czech , and stuffed it away, i had a pair of SVT 40's as well , never was a Mosin guy so what ever x54r i ever had was for them , thanks again
